Keeping humans in the loop is not the same as keeping humans in control, argues Alex Rumble at HTEC

The debate around human-in-the-loop is becoming increasingly hard to ignore. As AI moves from pilot projects into core business operations, the first voices are already being heard calling for a shift away from the traditional model toward more autonomous systems, agent-driven orchestration, and a reduced role for human sign-off. The argument that AI has matured sufficiently to warrant this shift is certainly valid. And yet, on closer inspection, the debate tends to miss where the real problem lies.
The issue is not simply that AI systems are becoming more autonomous. It is that many organisations are clinging to a control model that was never truly scalable and mistaking human oversight for genuine accountability.
A pragmatic construct, not an ethical ideal
Human-in-the-loop (HITL) was never purely an ethical position. It was a pragmatic transitional construct, a way of making automation acceptable by allowing humans to act as operational safety nets: checking outputs, approving decisions, intervening when something looked wrong. As long as AI was deployed selectively and in manageable scenarios, the model worked reasonably well.
The difficulty arises in highly automated, distributed systems. Because, and this is also part of the truth, more human intervention does not automatically lead to better decisions. In complex environments, it creates delays, inconsistencies, and perhaps most importantly, a false sense of security. Every checked output conveys the appearance of responsibility. But with millions of decisions per day, manual control quickly becomes an illusion. The human-in-the-loop begins to function less as a genuine decision-maker and more as a procedural checkpoint, one that provides comfort without necessarily providing substance.
Not obsolete, but in need of redefinition
Does this mean HITL should be abandoned? No. But its definition needs to change fundamentally. Humans cannot and should not be expected to monitor every single decision as AI systems grow in scale and complexity. The more useful question is not whether humans are involved, but what level of involvement is appropriate given the task’s risk profile.
For example, in lower-risk, high-volume scenarios, process optimisation, and routine operational decisions, requiring human sign-off on every output would render the original goal of automation somewhat absurd. At the same time, HITL cannot be dismissed across the board for very practical reasons. In sensitive, highly regulated sectors such as automotive, medtech, and energy, the approach remains, with good reason, a legally certified component of responsible AI deployment. The regulatory frameworks governing these industries exist precisely because the consequences of erroneous decisions are severe.
Where HITL becomes a liability is when it is applied indiscriminately to environments it was never designed for, creating operational drag from human oversight without delivering its intended benefit. In those contexts, it does not make AI safer; it makes organisations slower, less consistent, and falsely confident that responsibility has been assigned when it has merely been deferred. The key is calibration – understanding where oversight is genuinely necessary, where it adds meaningful value, and where its application has quietly become a liability rather than a safeguard.
From approving outputs to owning architecture
At the heart of the discussion is something more fundamental: the need to develop genuine trust in AI decision-making and to understand what that trust actually requires. Permanent human intervention at every step is not a sustainable answer in growing systems with increasing complexity. Trust is built through systems designed from the ground up to be explainable, auditable, and transparent about the boundaries of their own reliability, not simply by having people approve outputs.
Closely related to this is the question of where responsibility should sit. More autonomous systems do not replace human judgment – they shift where that judgment is applied. The strategic role for business leaders is not to review and ratify at the point of output, but to define the contexts in which autonomy is permissible, set the parameters of acceptable risk, and ensure those parameters are genuinely encoded in the architecture of the systems being deployed.
This is a more demanding form of leadership than the traditional sign-off model. It requires technical literacy alongside strategic clarity, and a willingness to accept that accountability cannot be delegated to a checkbox. But it is also a more honest and ultimately more durable one.
A necessary evolution
A traditional HITL approach applied indiscriminately will, over time, become an illusion of control and a convenient alibi when things go wrong. The logical development is toward a model in which humans act as the overarching conductor: setting direction, defining boundaries, and accepting responsibility not for each output, but for the integrity of the system producing them.
That is not a diminished role. It is a different one and arguably more consequential. The question worth asking is not whether to keep humans in the loop, but whether the current model of involvement is genuinely suited to the environments in which AI now operates.
